Can't resize program screen.

Program will open minimized, the only way to use the program is to maximize it. It does not allow  me to resize it. To correct the problem.  Right click and select Move from the option menu in conjunction with the arrows key on your  keyboard. This will allow you the move the window on the screen and then you can resize it.
